Douglas A. Bailey is a Vice President and Project Manager for the Firm, he received his Bachelor of Science and Masters Degrees in Civil Engineering from Auburn University. He holds a professional registration in the states of Alabama, Mississippi and Florida. During his career he has been responsible for various commercial and multi-family site developments, residential subdivision developments, and water and sewer infrastructure projects. He has also been responsible for the permitting associated with these projects. His duties include multiple meetings with permitting agencies and numerous presentations to various Boards, Councils and Commissions. Doug is an active member in the South Baldwin Chamber of Commerce, Alabama Coastal Chamber of Commerce, Daphne Industrial Development Board, Daphne Downtown Redevelopment Authority, Christ the King Building Committee and the Christ the King Inshore Fishing Classic Board.
Robert Cummings serves as a Project Manager/Project Engineer for the firm. Robert is proactively engaged in multiple projects of varying fields including commercial and light industrial site development, traffic control, municipal infrastructure, and stormwater drainage analysis. Additionally, he has played a highly pivotal role in several Low Impact Development designs, subdivisions and environmental studies. Robert serves as a lead design engineer. His previous experience includes 17 years working for various consulting engineering firms in the South as well as three years as a City Engineer in Texas, and a Traffic Systems Engineer for the City of Tuscaloosa. Currently, Mr. Cummings serves as a member of the City of Spanish Fort Planning Commission, he serves as a member of the Technical Advisory Committee for the Eastern Shore Metropolitan Planning Organization and is a member of the Eastern Shore Chamber of Commerce Governmental Affairs Committee. He received his B.S. in Physics from Hampden-Sydney College, a Master of Science in Engineering from the University of Alabama and is a licensed Professional Engineer in the States of Alabama, Florida, New Jersey and Delaware as well as a Certified Floodplain Manager.
Scott Hutchinson serves as President of the Firm and is the Principal in Charge of the Daphne office. During his tenure, he has had responsibility for various stormwater management, roadway, site development and environmental design projects. With specialized training and certification in Design and Analysis of Highway Facilities, Hydraulic Design of Highway Culverts, Municipal Solid Waste Landfill Design, Transfer Station Design and Operation, Environmental Assessments for Real Property Transfers, Erosion and Sedimentation Controls and StormCad, he is responsible for subdivision and other land development projects, permitting of landfills, NPDES stormwater permitting and Corps of Engineers permitting.
He has served as Environmental Engineer with the Alabama Department of Environmental Management (ADEM), where he was responsible for evaluating design plans and operational narratives to determine their compliance with applicable State and Federal environmental regulations. His duties included conducting Public Hearings regarding the issuance of permits for environmental facilities. In 1992, Mr. Hutchinson received a B.S. in Civil Engineering from Auburn University and is a licensed, registered Professional Engineer in the State of Alabama.
Tim Lawley serves as Vice President and Project Manager/Engineer of the Firm. Tim joined the firm in 2005 where he has managed and designed a wide variety of projects in both the public and private sectors. His experience includes industrial/commercial/residential site design, subdivision design, land development, transportation/roadway design, drainage/utility design, permitting, and landfill design. Tim is an active member of the Daphne/Spanish Fort Rotary Club. In 2005, he received a B.S. in Civil Engineering from Louisiana State University and is a licensed, registered engineer in the State of Alabama.
Ray Moore serves as Vice President of the Firm and is the Principal-in-Charge of HMR’s Mobile office. Mr. Moore brings to HMR over forty years of experience in the engineering and surveying fields, with concentration on municipal utilities (infrastructure) and site/subdivision development in all sectors. His previous Project Manager/Civil Engineering Design experience includes several large municipal water systems, sanitary sewers, sewage pumping stations, water wells, water booster stations, roadways, site development and subdivisions, improvements to local housing boards, landfills and golf courses, developments, municipal utilities and park areas, rural water systems and construction surveillance. Estimating and manhours/timekeeping experience during employment with a national development firm includes clubhouses, pro shops, a swim and tennis center, recreation centers and a yacht club. Presently, Mr. Moore is an active member of the Daphne/Spanish Fort Kiwanis Club, the American Water Works Association, and the Business Council of Alabama. Additionally, he is a member of the Eastern Shore Chamber of Commerce, where he is a past Chairman of the Board. His professional affiliations include the Alabama Society of Professional Land Surveyors, the American Water Works Association, and the Alabama Rural Water Association. Mr. Moore holds an Applied Science Drafting & Design degree from Faulkner Community College and is a registered Professional Land Surveyor in the State of Alabama.
James H. Robertson, II serves as Project Manager for the Firm. Jaye graduated from Auburn University in December 2005 with a Bachelor of Science in Civil Engineering. He started working at HMR in January 2006 and received his Alabama Professional Engineering License in April 2010. Jaye manages various roadway and stormwater drainage projects which include NRCS projects such as The Woodlands of Fairhope Drainage Repair, Mazie’s Gulley, Fairhope Wastewater Treatment Plant Drainage Repair; The City of Daphne Lake Forest Road Improvements Phases I-IV, Whispering Pines Roundabout, Whispering Pines Road Improvements; and The City of Foley North Pine Street Drainage Improvements, West Section Street Drainage Improvements.
T. Shane Sawyer, is a licensed Civil Engineer in the state of Alabama, he graduated from the University of Alabama in 1992 with a Bachelor of Science in Civil Engineering Technology. Shane has 23 years of engineering experience that includes managing and designing roadway projects at all levels ranging from major highway projects to more local projects such as street resurfacing and rehabilitation for municipalities including the cities of Mobile, Chickasaw, Atmore, Evergreen, Loxley and Jackson. He has managed over 20 roadway projects for Mobile County through its’ PAYGO Program. He has also managed numerous urban stormwater drainage projects, water, and sanitary sewer infrastructure projects, roadway projects, utility coordination and relocation, and construction administration for local municipalities through the CDBG program from the initial project identification and grant application through design, construction administration and final project close-out. Shane similarly completed a number of industrial projects which included a new industrial roadway, completion of railroad spur and the plant site plan including grading, drainage, utilities and internal roadways. Moreover, Shane is experienced in Federal and military projects and has served as the civil engineer on design/build projects, in addition he designed numerous commercial site plans and residential subdivisions throughout Mobile and Baldwin Counties and serves as the engineer for the City of Satsuma Planning Commission. Shane is a 2008 Leadership Mobile Graduate and a member of the Mobile Rotary Club.
Stuart L. Smith is a licensed professional land surveyor in the states of Alabama, Florida, Mississippi & Louisiana. Born and raised in south Baldwin County, he graduated from Foley High School, and received his Bachelor of Science Degree in Geomatics at Troy University. As Director of Survey for the firm, Stuart brings over 25 years of experience in the land surveying profession performing boundary, topographic, route, riparian, ALTA and construction control surveys to the team. He has performed boundary and topographical surveys for the inception of large land development projects such as the Beach Club, Martinique on the Gulf, Peninsula Golf Course, Woodlands Golf course, the Wharf in Orange Beach to name a few. He was also the onsite surveyor and supervisor for an engineering firm contracted to be the Surveyor of Record during the multi-billion dollar construction of the ThyssenKrupp Steel Mill. He is very active in his profession by serving on the State Board of Directors for the Alabama Society of Land Surveyors (ASPLS), past President of the Baldwin County Chapter of ASPLS where he continues to serve as Treasurer.
Patrick R. Strom, II serves as a Project Manager for the Firm. He has over 10 years of engineering experience, with concentration on municipal utilities (infrastructure) and commercial site development in all sectors. Robbie’s experience includes being a part of a large municipal water, sewer and natural gas utility. design experience includes municipal water systems, sanitary sewers, sewage pumping stations, municipal water wells, water booster stations, roadways, site development and subdivisions, recreational areas and parks, environmental permitting, stormwater management and construction surveillance. Presently, Robbie is an active member of his community and serves on various municipal boards and committees. He holds a B.S. in Civil Engineering from Auburn University and is a registered Professional Engineer in the States of Alabama, Mississippi and Louisiana.
Amanda Thompson is an Engineering Intern, she currently performs CADD design work and is registered to take the professional engineering exam in 2016. She received a Bachelor of Civil Engineering from Auburn University in 2010. Amanda’s engineering experience includes roadway projects, utility improvement projects, resurfacing projects, landfills, drainage improvement projects, permitting and grant application packages.
